近年来，全球饥饿人口数量持续攀升，增加了实现到2030年消除各种形式营养不良目标的难度。在营养不良人群数量经过数十载的大幅削减之后，饥饿问题再次出现。根据五家联合国机构联合发布的最新报告，目前全球大约有8.2亿人营养不良。有鉴于此，2018年11月28-30日，联合国粮食及农业组织（以下简称“粮农组织”）和国际食物政策研究所（以下简称“IFPRI”）在泰国首都曼谷联合举办“加速消除饥饿和营养不良国际会议”，以期推动全球协力加速实现零饥饿。
